What exactly does Google Earth "beta" mean?

beta is how the second stage of a program-in-testing is described... (alpha, then beta) it means its not officially released yet, and thus it is not guarenteed to be stable/complete or completely unbugged.

so, to break it down for you ;

Program Official Release 1.0
Program Upgrade 1.1 alpha
Program Upgrade 1.1 beta
Program Official Release 1.1

etc.

Theres an old joke that what Microsoft calls an "Official Release" Google calls "Beta 1"
