Despite appearances it's got to be natural. It's a bit of an optical illusion in that it looks like it's in relief, but if you compare the elevation at the tip of the nose, it's considerably higher than the 'ear', so it's probably been formed by water running off and eroding the rock. There are other 'faces' around the same area.

Yes, it's natural. There's an aerial photo of this on Panoramio, which shows it's definitely a natural feature of the land. The line up the neck and the ear appear to be a road, though. It's called the Badlands Guardian.
