I try to make my whole district (or the center of it) in 3D.The first part is ready now and it looks really nice...

You can ignore this. I figured it out with the tutorial.
But I do have another question. Does anybody know how to make stairs?

Well, the stairs, as you can see are not exactly perfect, but the main part was inserted from the menu, the plants too. I don't have the program any more though, so I don't remember exactly how you do it, but look for "insert items" or something like that. It's very easy, spend some 5 mins with the menu and you'll find it all.

I just downloaded it again. It has changed since I last used it - I didn't see the same stairs - they're supposed to be in Window-Components. The transparency of the windows you get from Window-Material Browser-Glass+Transparency.
